After making configuration changes, and either manually or automatically reloading the PBX, I notice the following behavior:
1. Receiving handset does not ring with inbound calls to a DID as well as extension to extension.
2. dialing an outside line works fine.
As each handset (Cisco 7940) has been rebooted, it resumes normal operation.

I am working with an demo of the multi-tenant version:
if I move the phones outside my cisco ASA-5505 the problem goes away.
