since updating to this version, I can't create a tenant level administrator. When I go to create the user, I get the error "Duplicate Entry" and it creates the user in the system/adminstrators but doesn't in the Tenant level, and there is no listing of that user in the tenant level Administor Tab.
I can't find a workaround... Is this a known bug I need it fixed or a workaround pretty quick, I have a new tenant that needs and admin account.

It appears he mentions 8.3.1.2 in the post subject. I have not experienced or heard of this issue before, I just created a couple tenant level admins to test and it worked fine. I have no clue how to possibly fix this, but while waiting for someone that knows what they're doing, you might want to try a "mysqlcheck -A --auto-repair". I had a corrupt table in the past that was preventing me from creating tenants and that solved it for me.

I just tested our 8.3.1.2 MTE system and was able to install a tenant level admin as well.
