Hi,
Same box that was having inbound.include issues.
Extension 401 is working perfectly and displaying in TL but the extension number that is usually clickable to edit the extension isn't there.
What config file should I fix?

well its weird that this is
well its weird that this is the second or third file you've mentioned that magically is missing entries.. which means one of only 3 possibilities
1) the file was altered, either manually or via the UI, accidentally or otherwise
2) the file was overwritten by another copy (backup?) that did not contain this data
3) some sort of minor file corruption and your missing blocks to the file.
EXT=401 had somehow disappeared from users.txt
