I want my client with a 209 area code to be able to only dial the last 7 digits. To test it with my cell phone, a 559 area code, I set up an outbound route "1559NXXXXXX", and when it worked (was able to dial my cell phone without area code) I deleted it. I then added "1209NXXXXXX".
But, now whenever they dial out, if they don't punch in their area code first it defaults to the 559 area code.
Where do I begin to fix this?

Hello,
You should have 2 outbound routes configured if I understood you correctly. First one for local calls should have _XXXXXXX for dialed pattern and 1209 in "String to prepend" field. So when someone will dial 555-5555, the system will actually call to 1-209-555-5555. Second rule should cover long distance calls with _1XXXXXXXXXX pattern or _XXXXXXXXXX and 1 in "String to prepend" field.
