queues and timeoutpriority

I dont see timeoutpriority in the database nor does it work when i try to add it to queues.conf or any of the includes.

is there a way to get this parameter to work or is it not in our branch?

i am trying to get queues to timeout after 30 seconds where it rings agent 1 for 15s and then agent 2 for 15s, not the absolute time in the queue. 

I have seen timeoutpriority=conf will do that and the default is timeoutpriority=app.

any ideas?
