What requires a PBX restart?

Simple question - there is a difference between a PBX reload and a PBX restart. What actions require a restart in ST/MTE?

legacy from 1.2 PBX manager says restart when changing resource things like the music on hold features. Technically they can be reloaded in 1.4, PBX manager maintains 1.2 compatibility and asks for restart.

From the changelog for 6.0.1.64:

2008-11-12 Reload res_musiconhold rather than mark system for restart when music-on-hold is changed.

2008-11-12 Don't mark system for restart when sound files are uploaded.

Whenever we need to restart during office hours, we issue a "restart when convenient" from the manager. However, TL doesn't detect the restart so the restart icon stays there until you hit it.

is it possible to change the restart for a "restart when convenient" if getting rid of the restart is an issue?
