call limit for incomming calls doesn't work

I'm testing the feature of limiting number of concurent calls for tenant. I enabled this feature and set the global variable. It works fine for outgoing calls but not for incomming. I can make any number of incomming calls it still gets in. I have the latest version of MTE PBX manager .76
I tried to go through the inbound scripts but I didn't find any step where the group count would be compared with maxcalls.
Any idea whats wrong?
