where the operator could transfer someone directly to our voicemail by using a 2 instead of a 1 in the extension.
Is there a way to set this up in TL?

Of course :). You can do the same by creating feature codes 201, 202, .. and associating them with tl-goto-voicemail script.
Or you could make a special extension _2XX and make your own script that will send to a mailbox based on the extension (after replacing 2 with 1).
