que timeout forward to a phone number

Callers in a que - if no agents available or don't answer after # of rings, then call forwards to an offsite phone number such as a call center. Can this be done?

yes, by writing a custom script you can easily do this. Use the tl-queue-timeout-voicemail as your template, instead of calling the voicemail app you are just dialing Local/nxxnxxxxxx@from-inside
