We are trying to get Voice mail to go to multiple mailboxes. in the Webmin gui, MTE 6.0.1.81 we are allowed to select more than one recipient for voice mail however the Second mailbox receives a zero size voice mail.
Can anyone suggest whether this is meant to be allowed?

I've checked this in 6.1.1.7 which also allows multiple mailboxes to be selected. Should this option be removed if it is not how it works?

Yes, allowing to select multiple mailboxes is a bug (or rather a limitation, since script definitions don't allow to specify whether multiple objects can or cannot be selected). So until we have that taken care of please don't select multiple mailboxes.
no, instead of trying to make asterisk into a mail server; let your mail server be a mail server. Create an alias or distribution list on your mail server that when emailed, redistributes to a list of users. Example
somelist@somedomain.com sends the mail to john@somedomain.com, suzy@somedomain.com, janet@somedomain.com
asterisk will not accept comma separated values because the voicemail.conf entry uses the comma to separate field parameters
