is it possible to have 9/10 phones route out one trunk and another phone route out another trunk?

yea just give him an extension in another block, and use patterns and a goto statement
tenant B
_1XX,goto(from-inside-redir-tenantA,${EXTEN},1)
tenant A
_2XX,goto(from-inside-redir-tenantB,${EXTEN},1)
make a script to help you out so you can just do this on any tenant where you want inter-tenant dialing.
the short answer is no. the long answer is expensive. its simpler, and cheaper to make that other phone a different tenant.
