Voicemail not working

I created a new Tenant My other Tenants the Vm works fine.
If I call the users extension and select ignore it goes to the users voice mail.
I leave a message and the phone never goes red.
I check the voice mail from the phone and there is nothing there.
Any ideas?

I figured out the Vm issue

I did not have the Create Operator Panel config set to Use PBX Default

under Tenant Management Edit Tenant
